- Subject: Petition to take action under the Tamil Nadu Irrigation Works (Construction of Fields) Act 25/1959 regarding the farmers blocking the water flowing through the Arani vaikaal in the areas irrigated through the PAP Irrigation Scheme and preventing the next farmers from getting water*
- Dear Sir,*
*It is learnt that irrigation is currently being carried out through the Poolavadi distribution canal gate number 8 in the PAP Fourth Zone Irrigation Scheme, and it is learnt that the Arani vaikaal passing through the above gate through the land located in the land number 646/1 located in the Munduvelampatti village of Dharapuram taluk, field number 646/3A, has been blocked and encroached on the land day before yesterday, and therefore, if the next round of water is opened in the above canal to his land, he will not get water, and immediate action should be taken in this regard. In the meantime, it is known that the Udumalai Revenue Divisional Officer and Dharapuram Revenue Divisional Officer have issued orders in other similar incidents, and I have complained to them regarding the encroachment on the Arani canal coming to my land and blocking the PAP irrigation water, which has affected me and other farmers, and the Tiruppur Revenue Divisional officer has conducted an enquiry on 10.10.2025, and such incidents are continuing to take place in the PAP irrigation areas, and it is hereby notified that blocking irrigation water in this way is an offence under Section 7(1) of the Tamil Nadu Irrigation Works (Construction of Field Reservoirs) Act 25/1959 and that imprisonment and fine are to be imposed under Section 7(2) and that a criminal case will be filed against those who violate the order, as the Udumalai Revenue Divisional officer has stated in his order issued on 04.08.2025, In such cases, despite the Hon'ble Madras High Court having issued orders in various cases, it is known that there are still incidents of encroachment of Arani canals in PAP irrigation areas and blocking irrigation water, thereby affecting the farmers and depriving them of the irrigation water they deserve. In order to prevent such incidents from happening in the future, I humbly request you to issue appropriate orders to the concerned Revenue Divisional Officer's and the concerned Revenue Thaisldar's as per the Tamil Nadu Irrigation Works (Construction of Field Canals) Act 25/1959 and to take steps to upload the Arani canals concerned through the ayakkattu lands in the village records.*
