சமுதாய ஒப்பந்தம் அல்லது குமுகாய ஒப்பந்தம் என்பது அரசியல் தத்துவங்களுள் ஒன்று. சமுதாயம் என்ற அமைப்பு உருவாகும் விதம், சமுதாயத்தில் ஒவ்வொருவரும் பெறக்கூடிய மற்றும் இழக்கக் கூடிய உரிமைகள், அரசு தனிமனிதரைத் தண்டிக்கும் உரிமை போன்றவற்றை இத்தத்துவம் ஆராய்கிறது.[1]
ஃபிரெஞ்சு தத்துவவியலாளர் ரூசோ சமுதாய ஒப்பந்தம் என்ற பெயரில் புத்தகம் ஒன்று எழுதி உள்ளார். தமிழில் வெ. சாமிநாத சர்மா அதை மொழிபெயர்த்திருந்தார்.
குடியாட்சி நாடுகள் பலவற்றின் அரசியல் அமைப்புச் சட்டங்கள் அனைத்தும் சமுதாய ஒப்பந்தங்களே.
