அரசப் பென்குயின் பென்குயின் இனங்களிலேயே இரண்டாவது பெரிய பென்குயின் ஆகும். இவை பொதுவாக மூன்று அடி உயரமும் 11 முதல் 16 கிலோகிராம் எடையும் இருக்கும். இவை சிறு மீன்களையே முதன்மை உணவாகக் கொள்கின்றன. அண்டார்க்டிக்காவிற்கு அருகிலுள்ள தீவுகளில் இவை இனப்பெருக்கம் செய்கின்றன. இவற்றின் மொத்த எண்ணிக்கை 2.23 மில்லியன் இணைகளாகும். இது மேலும் மிகுந்து வருகிறது.
