Penmann is Ceylon Tamil Born in Mullaitivu District, Ceylon, October, 20th, 1952. Father Kanapathipillai Sivapragasam and Mother Murugesu Thangamma. He is the Youngest child in the Family, Born in Civil Hospital Mullaitivu. His Primary Education at Mulltivu Hindu Vidyasalai, in Mullaitivu Town. He got double promotion in Grade 5. He sat entrance examination for grade 6, for Skandavarodhaya College - Chunnakam. Department of Education - Jaffna District Transfer some the Students with Penmann to Jaffna Hindu College. He travelled Mullaitivu District to Jaffna District on 1st January, 1964. The schooling started on 2nd January 1964. He addmitted in Grade 6 and Division - "D". Penmann birth name is Rethinanantham. Later in in the year 1977 by nature of environment usage his name is changed Ratnanandan. He migrated with his family in 2003 to United States the family(Last Name) changed as Ratnanandan and father's first Sivapiragasam changed his first name.
