ஒரு நாட்டின் வரவுச்செலவு சமநிலை (balance of payments, BOP) அந்த நாடு பிற உலக நாடுகளுடன் நடத்திய அனைத்து நிதி பரிமாற்றங்களையும் கணக்கில் எடுத்துக்கொள்ளும் ஓர் அறிக்கை ஆகும்.[1] இந்தப் பரிவர்த்தனைகளில் அந்த நாட்டின் பொருள்கள், சேவைகள், முதலீடுகள் மற்றும் பணப் பரிமாற்றங்களில் ஏற்றுமதி, இறக்குமதிக்கான பணமதிப்பு அடங்கியிருக்கும். வரவுச்செலவு சமநிலை அறிக்கை இந்தப் பன்னாட்டுப் பரிவர்த்தனைகளை தொகுத்து ஓர் குறிப்பிட்ட காலவரையில், வழமையாக ஓர் ஆண்டில், ஒரே நாணயத்தில், பொதுவாக உள்நாட்டு நாணயத்தில், வழங்குகிறது. நாட்டின் நிதி வருவாய்கள்,ஏற்றுமதிகள், கடன் மற்றும் வரவுகள் போன்றவை, நேர்மறையாக அல்லது உபரிகளாக காண்பிக்கப்படுகின்றன. நிதிப் பயன்பாடு, இறக்குமதிகள், வெளிநாட்டு முதலீடு போன்றவை எதிர்மறையாக அல்லது பற்றாக்குறையாகக் காண்பிக்கப்படுகின்றன.
ஓரு நாட்டின் வரவுச்செலவு சமநிலையின் அனைத்து அங்கங்களையும் தொகுக்கும்போது, உபரியோ பற்றாக்குறையோ இன்றி, அதன் மொத்தம் சூன்யமாக இருத்தல் வேண்டும். காட்டாக ஒரு நாடு தனது ஏற்றுமதியை விட கூடுதலாக இறக்குமதி செய்தால் அதன் வணிகச் சமநிலை பற்றாக்குறையில் இருக்கும்; இதனை தனது வெளிநாட்டு முதலீடுகளிலிருந்து வருமானம், தனது இருப்பு நிதியிலிருந்து பெறுதல் அல்லது வெளிநாடுகளிலிருந்து கடன் பெறுதல் ஆகியன மூலம் சமநிலைப்படுத்த வேண்டியிருக்கும்.
வரவுச்செலவு சமநிலை மொத்தத்தில் சமநிலை அடைந்திருக்கும் எனினும் சில தனி அங்கங்களில், காட்டாக நடப்புக் கணக்கில், பற்றாக்குறை இருக்கலாம். இது உபரியாக உள்ள நாடுகள் செல்வச்செழிப்புடன் இருக்க பற்றாக்குறை நாடுகள் கடன் வாங்கும் நிலைக்குத் தள்ளப்படலாம். வரலாற்றில் இந்த சமனற்றநிலையை எதிர்கொள்வது குறித்த பல்வேறு வழிகள் காணப்பட்டுள்ளன; இவை குறித்து அரசுகள் கவலைப்பட வேண்டுமா என்ற விவாதங்களும் எழுந்துள்ளன. 2007-2010 நிதி நெருக்கடிக்கு மிகப்பெரும் பற்றாக்குறைகளே காரணமாக கருதப்படுவதால் 2009 ஆண்டு முதல் உலக திட்டவியலாளர்களின் நிரலில் இதற்கு முன்னுரிமை அளிக்கப்படுகிறது.
