இந்தியத் துறைமுகங்கள் சங்கம் (Indian Ports Association) என்பது சங்கங்கள் பதிவுச் சட்டத்தின் கீழ் பதிவுசெய்யப்பட்ட ஒரு சட்டப்பூர்வமான மற்றும் தன்னாட்சி அமைப்பாகும். இந்திய அரசின் துறைமுகங்கள், கப்பல் போக்குவரத்து மற்றும் நீர்வழிகள் அமைச்சகத்தின் கீழ் உள்ள முக்கிய துறைமுகங்களின் வளர்ச்சி மற்றும் மேம்பாட்டை ஊக்குவிப்பதற்காக 1966-ஆம் ஆண்டில் நிறுவப்பட்டது.
வரலாறும் நோக்கங்களும்
[தொகு]இந்திய துறைமுகங்கள் சங்கம் 1966 ஆம் ஆண்டில் 12 முக்கிய துறைமுகங்களின் செயல்பாடுகளைக் கட்டுப்படுத்தும் நோக்கத்துடன் உருவாக்கப்பட்டது.[2][3][4] கப்பல் போக்குவரத்து அமைச்சகத்தின் மேற்பார்வையின் கீழ் இச்சங்கம் செயல்படுகிறது. திட்டமிடல் மற்றும் அமைப்பு தொடர்பான ஆராய்ச்சிகளை மேற்கொள்வது,[5] 12 துறைமுகங்களில் பணிபுரியும் ஊழியர்களின் ஊதியத்தை நிர்ணயிப்பது [6] மற்றும் துறைமுகங்கள் தொடர்பான தொழில்நுட்ப மற்றும் பொருளாதார நிலைகளை மேம்படுத்துவதற்கான முயற்சிகளை மேற்கொள்வது ஆகிய நோக்கங்களுடன் இச்சங்கம் உருவாக்கப்பட்டது.[7][8][9][10]
இந்த அமைப்பு, துறைமுகம் மற்றும் துறைமுக அமைப்புகளின் ஒரு பகுதியாக உள்ள தேசிய மற்றும் பன்னாட்டு அமைப்புகளின் ஒருங்கிணைப்பாகவும் செயல்படுகிறது.[11][12] மேலும், துறைமுக மேலாண்மை தொடர்பான செயல்பாடுகளை மேற்கொள்வதுடன், கப்பல் போக்குவரத்து அமைச்சகம், துறைமுகங்கள் மற்றும் அரசாங்கத்துடன் தொடர்புடைய பிற முகமைகளுக்கு இடையே ஓர் இணைப்புப் பாலமாகவும் செயல்படுகிறது. துறைமுகங்களில் செயல்பாடுகளில் ஒருமைப்பாட்டை ஊக்குவிப்பதும், அவற்றை தரப்படுத்துவதும் இந்த அமைப்பின் முக்கிய நோக்கங்களில் ஒன்றாகும்.[13][14]
