அஸ்ஸாம் தடுப்புக் காவல் முகாம் (ஆங்கில மொழி: Illegal immigrant detention center Assam) என்பது சட்டத்திற்குப்புறம்பாகக் குடியேறியவர்களுக்காக அஸ்ஸாம் மாநிலத்தில் உள்ள தடுப்புக் காவல் நிலையங்களாகும்.[1][2][3] முதல் தடுப்புக் காவல் முகாம் 2008 ஆம் ஆண்டு குவஹாத்தி உயர் நீதிமன்ற வழிகாட்டுதலில் அஸ்ஸாம் மாநிலத்தில் அமைக்கப்பட்டது.[4] தற்போதைக்குக் குடியேறியவர்களுக்கான தடுப்புக்காவல் முகாம்கள் ஆறு செயல்பாட்டில் உள்ளன. மொத்தம் பத்து முகாம்கள் அஸ்ஸாமில் கட்டத் திட்டமிடப்பட்டுள்ளன.[1][5] அஸ்ஸாமில் செயல்படுத்தப்பட்டுள்ள தேசிய குடிமக்கள் பதிவேட்டின்படி விடுபட்டு, அஸ்ஸாம் வெளிநாட்டினர் தீர்ப்பாயத்திலும் இறுதி செய்யப்பட்டவர்களைச் சட்டத்திற்குப் புறம்பான குடியேறிகள் என அறிவிக்கப்பட்டு இம்முகாம்களில் தங்கவைக்கின்றனர்.[6][7][8][9][10] 19 லட்சம் மக்கள் தேசிய குடியுரிமைப் பதிவேட்டில் விடுபட்டுள்ளனர் என்றும் தீர்ப்பாயத்திடம் தங்கள் குடியுரிமை ஆதாரத்தை நிரூபிக்கவேண்டிய நிலையில் உள்ளனர்.[1]

வரலாறு[தொகு]

1980களில் சட்டத்திற்குப் புறம்பான வெளிநாட்டுக் குடிமக்களை அஸ்ஸாமிலிருந்து வெளியேற்றச் சொல்லிப் போராட்டங்கள் நடந்தன. அதன் தொடர்ச்சியாக 1985 இல் அஸ்ஸாம் உடன்பாடு போடப்பட்டு, அமைதி திரும்பின. படிப்படியாக, ஆவணங்களின்றி சட்டத்திற்குப்புறம்பாகக் குடியேறியுள்ள வெளிநாட்டினர் பற்றிய கணக்கெடுக்கும் பணி தொடங்கியது. அவ்வாறு சட்டத்திற்குப் புறம்பாகக் குடியேறியவர்கள் என அடையாளம் காணப்பட்டவர்களைத் தங்கவைக்க 2008 இல் முதல் தடுப்புக் காவல் நிலையம் அமைக்கப்பட்டது. குவஹாத்தி உயர் நீதிமன்ற வழிகாட்டுதலில் தருண் கோகய் ஆட்சியில் மாவட்டச் சிறை வளாகத்தில் தடுப்புக்காவல் முகாம் அமைக்கப்பட்டது. முறையற்ற வழியில் இந்திய குடியுரிமை ஆவணங்கள் பெற்றுள்ளதாக அறிவிக்கப்பட்ட ஐம்பது வங்கதேசத்தவர்கள் முகாமிற்கு அனுப்பப்பட்டனர்.[11][12] பின்னர் 2011 இல் கோல்பாரா, கோகராஜார் மற்றும் சில்சர் மாவட்டங்களில் மேலும் தடுப்புக்காவல் முகாம்கள் சிறை வளாகத்திற்குள் அமைக்கப்பட்டன.[13] 2018 இல் இந்திய அரசு 46 கோடி செலவில் தடுப்புக் காவல் முகாமைத் தனி வளாகமாகக் கட்டிவருகிறது.[11]

தடுப்புக் காவலிலுள்ளோர்[தொகு]

2019 நவம்பர் 27 ஆம் நாள்வரை 1043 நபர்கள் ஆறு தடுப்புக் காவல் முகாம்களில் உள்ளதாக அரசுத்தரப்பு கூறுகிறது.[4][14] திப்ருகார், சில்சார், தேஜ்பூர், ஜோர்ஹாட் மாவட்டம், கோகராஜார் மற்றும் கோல்பாரா ஆகிய மாவட்டங்களில் மாவட்ட சிறை வளாகத்திற்குள் இந்தத் தடுப்புக் காவல் முகாம்கள் உள்ளன.[15][16] வெளிநாட்டினர் என்று சந்தேகம் ஏற்படும் பல நூறு நபர்களை அரசு கைது செய்ததாக நவம்பர் 17 இல், த நியூயார்க் டைம்ஸ் கூறியது. மேலும் இந்தியத் தரைப்படை முன்னாள் அதிகாரி ஒருவரும் சந்தேகத்தின் பேரில் கைதானார் என்கிறது.[17][18]
