எப்போதும் போர் என்பது இராணுவம் மற்றும் / அல்லது அரசியல் காரணங்களுக்காக முடிவில்லா யுத்தம் என்னும் ஒரு அரசியல் அறிவியல் கருத்தாக உள்ளது.[1][2][3] பயங்கரவாதத்திற்கு எதிரான போர் தெளிவான அல்லது அடைய முடியாத குறிக்கோளுடன், எப்போதும் போர் என்றே கருதப்படுகிறது.
