It's still not known whether the submarine had ever been pressed into action. The LTTE submarine portends alarming security threats given the fact that the Tigers are master frogmen trained by Norwegian mercenaries." "And, according to Gunaratna, among insurgency groups, it pioneered the battlefield use of off-the-shelf civilian technologies -- for example, in learning how to accurately target projectiles with Global Positioning Satellite signals. The group's leaders use satellite telephones to link up with their combatants in the field, with their overseas cadres, and with a fleet of deep-sea freighters that maintain a flow of explosives, arms and ammunition.": LTTE & modern technology By: Thomas Homer-Dixon February 01, 2001 [5] பரணிடப்பட்டது 2007-10-07 at the வந்தவழி இயந்திரம்

  8. "Technology is something that resides within people’s heads; it is to do with acquired human abilities, knowledge. Information Technology, for example, is not something that is contained on microelectronic chips and inside rectangular boxes called computers; it is contained in the heads of people who know how to design and fabricate these chips and program these computers. If you have the people but not the hardware, they will acquire it from somewhere, or improvise, or put together a rudimentary program that runs even on a discarded old 8-bit Apple. Then they will rapidly sophisticate their crude contraptions because they know how to do so. Know is the all-important word. Knowledge is the supreme form of capital and somewhere I found the quotation: "Learning is the only sustainable competitive advantage". Learning in the environment of today’s knowledge explosion requires global access. Obviously, the LTTE’s deep links with the Tamil diaspora ensures funding, but it provides something far more important, access to skills and technology." With his degree in engineering and newly-acquired knowledge in Lebanon, Arular passed on to Pirabaharan ideas about making explosives. In turn, Pirabaharan agreed to provide incendiary chemicals to Arular." Narayan Swamy, M. R. (2002) Tigers of Lanka: from Boys to Guerrillas, Konark Publishers; 3rd ed. ISBN 8122006310 [8]
